Silence unknown callers on iPad

I have turned on "silence unknown callers" on my iPhone, a fabulous feature. However, it rings on my iPad, defeating the purpose of having it turned off. I get 10-20 spam calls a day now, I do not want to hear my phone or my iPad ring. How can I disable this?

Settings > FaceTime > Calls from iPhone = “off”.
