new apple tv remote won't pair

I purchased three new apple tv remotes for my three apple tv's. Two of them pair fine, one of them won't pair. I charged it for more than 30 minutes, unplugged the apple tv, pressed the back and volume up button for 5 seconds, then placed the remote on top of the apple tv to no avail.

I tried to schedule a call with Apple Support but when the automated call came in, I keep pressing "1" on my iPhone but the system wouldn't recognize it. It hung up, when I tried to schedule another call, I keep getting a message, "We're unable to schedule your call. Please try again."

How do I get this issue resolved?

What are your models Apple TV? Identify your Apple TV model - Apple Support

The new Siri Remote is compatible with 4th generation or later, not earlier models.

Manually updating to Apple TV 14.6 did the trick for me !

4th Gen Apple TV. I have three identical Apple TV's and was able to successfully pair two of the three with the new Siri Remote but the remaining one will not pair.
