Unable to re-install macOS - stuck on macOS Utilities

I tried to reset my MacBook Pro back to factory settings last night and accidentally deleted the Macintosh HD disk drive. When rebooting the computer, All that shows up is the Mac utilities page and when I try to re-install macOS, it tells me it’s unable to because there’s nothing left for it to download to. All that’s left on the disk utility page is “OS X Base system” and it’s locked. How do I fix this issue?

From DiskUtility>View>Show All Devices


If necessary you can erase/reformat the parent Drive and reinstall the macOS, restore user data from a backup.
