iPad Mini Cellular Capability

Why would Apple build a device that purportedly says that the device is Cellular capable and you cannot make or receive calls. Why go to the length of opening an account with a Cellular service provider? It is so confusing. I have spent the last six hours troubling shooting with both the Cellular provider and Apple trying to find out why the phone App is not appearing.
