Messages not syncing between iPad and iPhone when texting Android user

I don't remember it always being this way but maybe I'm confused. I have a group message with one Android user and I have to check the message on both devices to clear the notification. Messages via iMessage sync no problem.

I have messages synced via iCloud. iMessage enabled on both devices. Send & receive addresses the same.

Can't figure it out.

Not receiving messages from iPhone users to Android phone I recently transitioned from an iPhone to an Android phone. I turned off imessage on my old phone and deregistered my number with Apple. However, I am still missing many texts in group chats from friends who have iPhone. We have deleted old threads and started new ones. Why is this happening? Does my friend need to change a setting on her phone?

iMessages is only for Apple devices.

Messages sent to Android devices use SMS.

Correct. So text messages won't sync across iPad and iPhone when Ann Android user is involved?
