I purchased AppleCare+ for my IPad Pro 11 2nd . I returned and bought the IPad Pro 11 M1 chip. Can the AppleCare+ be transfer to the IPad Pro 11 3rd or do I need to cancel and repurchase?

Since it is a different model you have to cancel it and repurchase it.

Applecare can be transferred to another owner for a particular hardware item (e.g., selling to a new owner), or an identical item (e.g., exchange for different color).
