How can I find my lost iPhone if my location and find my device settings are off

I lost my iPhone and my location and find my device settings are off is there anyway that I can still locate my phone? Also is it true that I can locate it somehow by using the serial number of the phone and if so how do I go about doing it

- The Find My service is the only recovery feature Apple offers. It MUST be set up before the device is lost. If you did not do that it is too late to do it now and there is no other feature Apple offers that can help you find it.
