The physical storage on iPhone has nothing to do with iCloud Storage, which is what you're paying for every month. The memory on iPhone is fixed at purchase. When you opened your account with Apple, you were given 5GB of free space in iCloud. If you use up that space syncing data, you buy more space to sync more data as you are evidently doing by paying $2.99/month, but that in no way adds space to your iPhone.

If you are out of space on your phone, you need to delete things you don't need or use, which can include Photos, Apps, Music, Videos, Files Messages Email, etc.

You are paying for the 200GB plan in iCloud. Go to Settings > Your Name, iCloud, etc and tap iCloud. See how much space you are using in iCloud. How much space are you using in iCloud? You may be paying for more iCloud Storage than you need. If you are, you can downgrade the plan.
