hi files are missing how to recover

How to recover?? Not in iCloud also...automatically got deleted

MacBook Air 13″, macOS 11.4

The files are erased permanently from iCloud server Permanently remove deleted files on iCloud.com - Apple Support

In case if time machine was set up recover the files Restore items backed up with Time Machine on Mac - Apple Support
