I brought Toolbox for pages on iPad but I want to use this App on my MacBook also but they ask me to buy it again. I would like to know that Could I share this app between device without buying 2nd time?

Apps that run on iPad iOS are not the same apps that run on your Macbook macOS.
If you wish to use a macOS version of the same application that is running on your iPad you will likely have to now buy the macOS version from the Mac App store or the publisher directly.
Some software publisher market their products in bundles where when you buy one version you get the other free... but that not very common. Too bad for us users.
