Ad tracking under “privacy” in settings
if they tracking toggle is grey and off how can i turn it on?

If you can’t turn it on either it is disabled in Settings/Screen Time/Content & Privacy Restrictions, or the phone is under Mobile Device Management by a school or business and the IT department has disabled that feature.
