Two Things to do:
1. Zero-Out the Balance:
You need to zero-out out balance by calling Apple Support***. Or you need to purchase something that is more than what you currently have in your account.

2. Add the New Method of Payment:
Once all is zeroed-out, you need to add the new method of payment, and then rid of the current one, once the new one has been added. Refer to the link atop this post to see if you can use it in your location/region.
