It sounds as though you're asking how to get iOS update to complete on your iPhone. Apple Support is a great place for help with this issue. From the screenshot you provided it appears the iPhone is connect to a Personal Hotspot. This would be why the update is currently paused. When updating iOS you would need to connect to a Wi-Fi network (not a Personal Hotspot), or update via iTunes or Finder on a computer.
