Hello. My sister got her iPhone stolen and does not remember her Apple ID password. The only way to reset is with your phone number but she does not have a new phone yet. Is there another way to reset password?

Enter the Apple (iCloud) ID, and click Forgot Password. See if she can get a Rescue or Notification email option. Link to contact Apple Support at the end of the 2nd article.
