Why doesn't itunes have an uninstall feature?

I am having trouble with itunes on one computer. It does not always recognize that a device has been plugged in. I want to reinstall it. But, uninstalling itunes app is very difficult. The app is not listed in 'features and programs' so Windows can't uninstall it anymore. A third party uninstaller can't see it either. Any suggestions.

Microsoft modified the uninstall process for apps downloaded directly from their store. As such Apple has no way of changing that.
