Apple Business Manager is not an MDM. It is a platform that allows you to assign devices to your MDM, prove ownership of your devices, create and manage Managed Apple IDs, and purchase apps and books for your business. Apple Business Manager has no cost.
An MDM is a separate platform that allows you to configure and manage devices as well as deploy apps. These range in cost from free to $10/device/month. Some MDM options are Jamf Now, Jamf Pro, FleetSmith, Mosyle, Meraki, and more.
