Unable to Activate.

We have tried several times to activate our iphone on Wifi network and mobile data but the problem is still coming that unbale to activate. We have insert simcard but there were no signals so the problem still appears. I have bought this iphone from my relative and after i have restore the device and now this problem appears. My iphone is not activating. My Iphone Serial Number is GQTCD17GKXK2. Please help me to solve this problem. This iphone is non pta in pakistan. I have bought this iphone only for wifi.
