Restore to a specific date
I had to restore my phone and it restored to 2016. How do I get my data from a week ago?

If you used iCloud to back up there is only one backup available per device, your most recent one. If didn't have your device set to backup to iCloud automatically then your last backup may date from then, or you have backups for multiple devices and selected a backup from an old device.
If you used iTunes/Finder to backup you can select from your backups.
