Add Widgets to Homescreen of iPad Pro 2021 (Gen5)

When I press & hold on my home screen, a plus symbol should appear in the upper left for adding widgets to the homescreen. No plus appears. Can’t find setting to add that feature back in. It appears that since I set up this new iPad Pro 2021 (Gen5) restored from old Mini (I think Gen2) all the new features are turned off like face recognition, pencil, split screen, homescreen widgets, and others I may never know since they aren’t on and I don’t know what I’m missing. If someone has a more global solution to turn all the new features back on, not just the widgets, it would be entirely appreciated. Ty
