I need to delete an app permanently
I don’t wanna just hide the app I want it gone from apple and my purchase completely

You can delete the app from a device, but you cannot remove it from your purchase history. Due to taxation and other government requirements in most countries Apple is required to maintain a record of all purchases made. The purchase history is that record and cannot be altered.
Delete it from a device: link-> Delete apps on your iPhone, iPad, and iPod touch - Apple Support
And hide it from your purchase history if you don't want to see it.

If that was the reason then Apple could if they wished just keep the information but give the users the option to delete it from what the user sees. However, users will change their minds about deleted content and will complain bitterly about Apple "stealing" things if they buy something, make it essentially unrecoverable for their purposes, and then change their mind. It is probably just easier to not allow them to delete items.

This is true and likely a major factor for their decision as well.
