Missing photos

When you say you are uploading photos to iCloud, what device are you attempting to upload with? Additionally, are you deleting photos after your "upload"? iCloud doesn't really work as a secondary storage site. It simply stores photos so that you can view on all of your apple devices. If you delete a photo on the device the photo was taken from, it will be removed from iCloud. I highly recommend to backup your photos on a external hard drive or your computers hard drive, if you are attempting to create more space in iCloud.

This may help if you have more than one account or if your account was not entered correctly. You may check your settings at the top tap on your name, check to insure your apple id is correct and select icloud. Insure photo's is turned on.
