If I create a new Apple ID, can I still use my old one?

If you create/use a new Apple ID, you will lose access to some of your data and the purchases made with your existing Apple ID. You might want to explain what problems you are having with your current ID to see if someone can make suggestions that will fix your current ID problems.

Yes you can. I have 3 Apple IDs. 1 on 1 cell phone. 2nd on 2nd Cell. 3rd on my iPad.

For future problems you may want to use 2 'trusted' cell numbers from a family member or friend.

Have to see if the apps are on the phone and then you can try to delete them.
