I took delivery of a 4th Gen iPad Pro 12.9 with cellular radio earlier this year. In the small Designed by Apple in California box that is included within the packaging, there was a thin card with the SIM tray tool on it.
If one performs a Google search: eBay sim tray tool iPad they are plentiful to purchase.
Curious. I purchased and received 4 such devices and did not receive the tool...luckily, I still have many from the early days of the iPhone and iPad.
