i lost my iphone and i need to add a device to my account but it wont let me and i only have three devises in my acc and ipad

If you never setup/activated the FindMy app on this lost iPhone, it is too late now to add this device to other Apple devices.
There is no way to track this lost iPhone, now.
You will need to try and attempt to track this iPhone down the old fashioned methods.
