Windows, Windows 10
Using the Songs View, and with that view in View/View As/Songs, click on the very left column header, to put the playlist in the manual sort order (an arrow appears in the left column, pointing up).
If you look at the first screenshot below, notice that the arrow is in the Last Played header:
This means that the playlist is currently being sorted by the date the songs were last played - and the arrow pointing down means that the list is in most recently played at the top of the list. Clicking on the column reverses the order. You cannot move songs around the list when it's in this sort order.
To be able to manually move songs around in the list, the arrow needs to be in the left column. After clicking on the left column (it doesn't have a name in the header, but it's the one to the left of the ticks column) you will find that the arrow points up, which means the list is in the order that songs were added to the playlist, with the first added song at the top of the list and the last one added at the bottom.
You can now drag songs to a different position in the playlist.

In the playlist or songs view make sure that the list is sorted in Play Order. You should then be able to drag songs up or down the list.
