Go to Settings/General/iPhone Storage, find the app and delete it. If it won’t delete and you are using Screen Time, go to Settings/Screen Time/Content & Privacy Restrictions/iTunes & App Store Purchases - Change Deleting Apps to Allow.
Then go back and delete it.

Syncing Through iCloud:
Set this up anew, as if you were to sell it. You would upload items to iCloud, and then download them back.. You'd enable items in iCloud on your iPhone. If all items are enabled, then all items should popup on this new once you enable iCloud on it after you have sit it up anew. Download Items from iCloud:
Try a forced restart and see what happens.
I wish it would work but it doesn't. The facetime app is showing up as an incomplete download app (circle with grid marks instead of facebook icon). I can seem to delete it the normal way but the app store doesn't give the option to redownload > only to "open" but of course, it doesn't open
yes I did this many times. I'm stumped. The only thing apple support suggested was a restore to factory settings but I don't have hours to spend on that right now and last time I had to do that a few years ago, it didn't help anyways
Yes I looked for facetime there but it doesn't show up in the IPhone storage area
Did you find one with the grid icon you referred to?

No I can see it on the home screen but not in the storage area. the grid icon is unresponsive on the home screen
Then I would say you will just have to live with it then.
