Can I safely use a 20w charger on my iPhone 5 and my ipad

Yes. Absolutely.

Note that you’ll also need a USB-C -to- Lightning cable as well.

Unfortunately, due to the age of your phone it won’t charge any faster than it did w/ it’s original power adaptor.
