Just to clarify, are you seeing the "Unable to verify this iPhone has a genuine Apple camera" message, as seen at the bottom here: About Genuine iPhone cameras
If so, was the iPhone serviced at any point? We ask as that may help to explain things if the servicing was done without genuine parts.
As the above page will note, " Depending on your location, you can get your iPhone camera replaced—in or out of warranty—by visiting an Apple Store or Apple Authorized Service Provider, or by shipping your iPhone to an Apple Repair Center. Independent Repair Providers* also offer genuine parts by trained technicians for out-of-warranty camera replacements."
