Subscriptions
It says I don’t have subscriptions but when I got to remove a payment option it want let me

Add, then Remove:
Add a new method of payment to your account, and then you should be able to remove this one. You need at least one Method of Payment assigned to your account.
Verify Usage:
See if you can actually use a Method of Payment. Go Here: Payment Methods that you Can use with your Apple ID - Apple Support. Once the new one is added, and then after the current one is removed, see if you are all set from there.
