I have a iPad that is disabled and says connect to iTunes I want to fix the iPad .

I would repeat the entire process and if still getting the same message, see if Apple Support can help.
it did not work it said (The iPad iPad could not be restored .Declined to authorize this image on this device for this user) . it looked like this
I repeated the process many times it did not work
