By Label - would a Text Box with Words in that Text Box Qualify ? Open the jpg in Preview application and use the tool Text Box. Place the Text Box where wanted and add the desired Text . Click Menu Bar - File and Save.

Okay, so rephrasing your question slightly, you’re looking for a (free or low-cost?) image editor app or website (presumably with text wrap and text warp abilities), and for what is an old macOS version?

I’ve been using Acorn for a while, and Pixelmator Pro.
There is, of course, Adobe Creative Cloud, too.
A text box on a art work to be used for good illustrations does not have the same sophisticated appearance as if the text is added via photoshop. I would be easier if thee were a possibility to do this in the edit tool of the photos.
