I can’t message on my watch series 5 when my iPhone is turned off can only make phone calls I have tried everything anyone?

Yes that is actually - and perhaps surprisingly - still working as designed like that...:
To send and receive SMS/MMS from cellular models of Apple Watch, your paired iPhone must be powered on and connected to Wi-Fi or cellular, but your iPhone doesn’t need to be nearby.
