Cannot connect to any WiFi in a public place, I don’t know if some settings are blocked to prevent this

In addition to what kb1951 provided, many public wi-fi networks use what is called a captive network, to get you to login with available credentials. See this support document to check on using that type of network. Use captive Wi-Fi networks on your iPhone, iPad, or iPod touch - Apple Support
