Bought a ring tone on iTunes and it appears to be purchasable on my new device. When going to “download bought ringtones” option in configuration nothing happens. When trying to buy the ring tone again it asks if I want to do it because it again.

To verify, does that ringtone appear in the list beneath the “Download All Purchased Tones” option? Use tones and ringtones with your iPhone, iPad, or iPod touch
If so, does this persist with both Wi-Fi and mobile data?
Also, is your iPhone all up-to-date? Update your iPhone, iPad, or iPod touch
