iPhone 11 stuck on apple logo keeps resetting itself

I need to find where I can download the newest iOS on my Mac so I can update my phone manually. every time I plug in my phone and restart it so the "update, or restore" pops up and it starts it, but my phone will restart itself therefore I can't finish the update.
