Is iTunes required to unlock t-mobile devices?

My 11pro has been unlocked in t-mobile and received an email from the technical team. I waited for 24 hours and then inserted other mobile phone cards, but it showed that the mobile phone card did not support it. I asked the customer service representative and they said that the device had been unlocked. Let me use iTunes to restore him, but I am not sure if this is useful.

If you did not use iTunes, did you use a Mac with Catalina or newer and use Finder? If not, then you did not restore it. Generally after requesting an unlock from a carrier, you restore the device with iTunes and then it has completed the unlock. At that point, you should be able to use the phone with a different carrier. However, if you have restored the device as I indicated above and it will not accept a different SIM, it is not unlocked yet. You would need to contact the carrier again.

You only need iTunes to restore your phone after the activation lock is performed by the carrier and only if your backup is on a PC. If your backup is on a Mac and it runs Big Sur you would use Finder to do the same. And your English is great, I don't see why you could not talk to Apple Support if desired.

Apple does not have the legal right to remove the carrier lock from a phone. The carrier 'owns' the lock, not apple.

If it's locked to t-mobile, only t-mobile can remove the lock.

If you are not a current or former t-mobile customer in good standing, they probably aren't going to help you.

They are not under any legal obligation to unlock it, even for the original owner of the phone.

I am in China and can only contact the customer service in China. It should be useless because I can't speak English, but I think it may not be unlocked. If the operator submits the unlocking request to Apple, it should change the activation strategy at the first time. Instead of waiting for the user to use iTunes to help unlock,

Hahahahaha, because I use translation, now Apple can only talk about business information, but I am in China, and I can't use this service in the US. I can't speak English on the phone. Maybe I should try iTunes to back up and restore the factory settings, but I am not sure, because so far i query is still locked.

You are very confused about how this works. Read the last post from KiltedTim. Apple does not determine the lock, the carrier does. Seems you purchase phones around that are not made for your country. Like KiltedTim said, T-Mobile is under no obligation to unlock a device for you. You shouldn't be purchasing phones from outside your country, and you also lose warranty that way as well.

Yes, t-mobile really has no obligation to help me unlock it. The main reason is that I can't help it abroad. I can only ask for unlocking all the time. Finally, I met a kind customer service representative to help me unlock it. Although I am not the original owner, and I have been rejected when contacting the t-mobile customer service representative to request unlocking, because I can't provide an account, I have met several customer service representatives who are willing to help me, and they are also representatives who have the right to unlock this device. In fact, I have received the unlocking email, and my equipment unlocking qualification has become clean in the T- database.
