Method 1: Use Chrome browser's brand new "Live Captioning" feature combined with browser-based FaceTime. You have to combine (but running Chrome on Mac, rather than Chromebook):

Method 2: You can now get closed captioning with FaceTime on a MacBook, with LoopBack (virtual audio cable app for Mac) as well as webcaptioner.com which only works in Chrome. You just run the FaceTime app side by side with Chrome running WebCaptioner.
Method 3: If you use Otter and Google Chrome, but prefer to use Apple's Facetime app. there is also a chrome extension called "Otter Captions" that can be used too as a substitute for WebCaptioner.
All the above requires a MacBook (or PC or ChromeBook). It is not yet possible on an iPhone unless you use two iDevices (one for FaceTime, one for captioning) due to Apple API limitations preventing this accessibility feature from working.
It is my expectation that by 2022, Apple may add live captioning capability to their iPhones, by piping iPhone audio through their existing Siri transcription engine (and/or other user-permission authorized transcription engines). To keep up with Google already doing that;
