When setting up a brand new phone using the same Apple ID as the phone you want to use Quick Start from, after signing in to the new phone, it is offered as an option automatically. Did you read the Related Article link at the top of this page, which brought you here.


Note: The old phone has to be powered on, connected to a network and next to the new phone to initialize.

If you started Quick Start at your Apple Store, but then as you said, you wound up restoring from an old backup, you'll need to wipe the new phone back to out of the box new and start over.
