I can't see or edit lots of images which were edited on PCs. My only workaround is to reload them individually from my PC. Is there a way to correct the error?

The fact they were edited on a PC prior to import is irrelevant. The most likely reason for that error is that photos cannot locate the original file for those images.
Do you (or did you when these were imported) have the "copy items to photos library" unchecked in preferences?
Do you use icloud, and if so, do you have "optimise mac storage" selected in preferences?

Select one of the problem images, and from the image menu, select "revert to original" This will remove any edits from the image, and should eliminate the error.
When you say edited on PC's - is this before or after they were put into photos? If after, how did you edit them?
Thank you for the suggestion. Unfortunately "revert to original" is greyed out. The problem photos were all edited on a PC before putting them into Photos. When I try to move the photos elsewhere I get "The operation couldn’t be completed. (Cocoa error -1.)"
The "copy items to photos library" is currently checked, but these photos were first loaded into Photos over 10 years ago and have since then been on two other MacBooks. I think the setting would have been the default and they were fine until transferring them to this MacBook with Big Sur. I've got 2TB of memory, so I don't need to use Cloud.
