Turn off limit add tracking my iPhone XS

I want to complete in game offers for in game currency that requires me to download other apps and complete objectives in those downloaded app. However my iPhone XS says I have to turn off limit ad tracking. I do not have that button, it’s not grayed out it’s just not there. The online help walkthroughs say you turn in off in advertising but I don’t have regular advertising I have apple advertising and analytics and improvements(shown in a screenshot of my settings, the picture in dark mode), neither of which allow me to turn off Limit ad tracking I what do I do to fix it?
