I can't upload profile picture to my apple id

My apple account on my iPhone doesn't have a profile picture just my initials, When I try to upload a profile Picture nothing happens, the same problem when I try to upload from the website.... Is there a fix for this, please?

iPhone XS Max, iOS 14

Have you tried adding the picture to your card in Contacts?

Yes I did try that and it seem to upload and also applies in settings but only a brief moment....and it reverts back to the initials again....one time I got a popup that said "siri found in settings"
