Why won’t it show the forgot password when I try to reset my screen time password

Because it’s not a password …
… and it’s generally (by default but not always) a numeric-digit entry. (Apple refers to it as a “passcode”)
It’s THE primary security barrier preventing unauthorized access to your device; and one must re-enter it fairly routinely.
It’s not unlike banking ATMs which don’t give “hints” either.
