You can use it to make purchases or use the Messages app to send money to friends and family who have set up Apple Cash. You can also use Apple Cash to make a one-time payment towards your Apple Card balance.
For the first of those three methods (make purchases) you use the instructions for Apple Pay in the following and select your Apple Cash card as the payment method.
I have only used the third method -- using the Cash to make payments toward my Apple Card statement balance.
