It sounds as if, between the last time you went into the store and this time, the policy has changed. It is also possible that online customer service has not been updated as to retail store policy.

I'm a bit curious about you getting locked out of devices twice in one month. It sounds as if you may have larger issues. Are you using multiple Apple IDs? If so, why? It frequently causes more problems than it solves. Are you creating new Apple IDs instead of updating current ones?

It could be Apple was seeing this was enough of a demand, and a demand during a pandemic when they didn't want people having to go to stores unnecessarily (didn't even want them there), that they instituted the online service. Likely then they got things straightened out as to policy. I have seen people say here that some store managers flat-out refused to reset a phone no matter what. I went to one store and asked and I was told that they reviewed each case and sometimes they might reset a device even if a person did not have a receipt as long as they were not coming in each week with a different device. It also would not surprise me if the company decided they didn't need to hire store personnel who had to do all the reviewing and resetting and instead outsourced it to a section somewhere whose only job was doing that.

Brother I went in store 3 weeks ago and got an activation locked removed on my iPad on the spot by manager approval and proof of purchase I’ve even went as far as contacting a senior advisor about this situation and this out the horses mouth “You can unlock in person with mangers request at any retail location” why did a Apple retail store shove me out without taking any information it doesn’t make any sense I went to 3 Apple stores yesterday and not 1 store took it into consideration and I find the online process a joke! as it can take up to 30 days to unlock it and that’s a maybe not even 100% guaranteed as a person going into the store and sorting it out within a few hours and come at me correct lvl 10 people don’t send a link that I have already read countless times

Something else worth keeping in mind is before the online policy was posted there was no publicly announced policy about unlocking. It was not officially available which meant that if a store wanted to say no to everybody they could do so. Although the new policy may be more stringent in terms of having defined criteria (I can't get deep enough in to the process to see what it requires without actually locking my iPhone [which is a hand-me-down without receipt] which I have no desire to do!) it also formally makes a process for this to be requested by anybody with Internet access and not just those who can make it to a store and then hope they can convince somebody to perform the service.
