went to the settings locator to share the location turned off. privacy of home geolocation service and turned off face-to-face geolocation. turned off the phone and HomePod mini, apple tv4k. and a router for 5 minutes. then turned on everything in turn, now HomePod mini says my geolocation correctly, but the handoff function of transferring music does not work until now.
On the iPhone you used to set up your HomePod go to Settings > Privacy > Location Services > Home > While Using the App. f that option is already selected, select Never, back out of the menu, then select While Using again.
