My iPad storage is mostly full of “other”

My iPad storage is mostly full of “other”, how do I get rid of it? I have restarted it, completely cleared it, & it is still there.

Try clearing your Safari cache, Messages & Mail attachments, and reinstalling your apps. These can free up the cache that builds up over time into the “Other” storage.

My device is not functioning properly because it is full. Less than 5 photos are on here now and information appear to disappear. What can I do?
