If you are using Screen Time, go to Settings/Screen Time/Content & Privacy Restrictions/iTunes & App Store Purchases - Change Deleting Apps to Allow.
Then go back and try deleting the app again.

Your suggestion to open the library didn't give me the option to delete. I do have 14.6 by the way but was only given "Share App" and "Add to Home Screen" options. I appreciate the thought but, still trying to get rid of a couple Apps...

Great! For some inexplicable reason Apple defaults that setting to Don’t Allow if you enable Screen Time. But you only have to change it once; it won’t be changed back.
