I can’t download an app from the App Store? Without trying to charge me first and it’s supposed to be free ?

Entering payment information is not to charge you for a free app, but it has to do with verifications and making sure you are authorized to use the store you are trying to buy in. See this, How Apple uses your payment information - Apple Support
