App store is disabled, it says contact Apple Customer Service

Please help the system does not allow me to save correct payment information. Then I went to the App store to select some free Apps and now it states my App store is disabled contact Apple Customer Service? Crazy don't understand why it will not allow me to save correct information in the first place?
