I want to require Touch ID to make any changes or open any app on my phone

I need to have my Touch ID required to make new passwords, any changes in settings, and when opening most apps.

That is not an option that Apple offers. Some apps, especially banking apps, will let you use TouchID instead of a password but the onus to offer that is on the developer.
